House Control
Meanwhile, the market for control of the U.S. House also gives Democrats an 85% chance of winning the chamber, compared with 15% for Republicans.
Trump's third impeachment?
Trump and congressional Republicans face a difficult political environment heading into the midterm elections.
The Economist reported that President Trump's average approval rating currently sits at 35%. The pollster Gallup shows that Congress' approval rating is even lower at 16%.
The Hill's Chris Stirewalt wrote that it seems that members of the Trump administration and even establishment Democrats may also be seeing the writing on the wall. Stirewalt pointed to recent primary victories by candidates on the Democratic Party's left flank and a closed-door meeting between Jared Kushner and House Minority Leader Hakeem Jeffries as signs that both parties are preparing for the possibility of Democratic control of the House.
“How big a prospective Democratic House majority may be certainly matters, most of all to Jeffries,” Stirewalt wrote. “He’s going to be getting at least a half dozen more members of the ‘squad’ or the Justice Democrats, or whatever you like to call the blue version of the Tea Party. They will be intent on making it as hard as possible for the would-be Speaker to get anything done.”
How soon would Trump be impeached?
The market confirms that a third Trump impeachment is almost completely contingent on Democrats winning the House in November. The market puts the chances of a Trump impeachment before March 2027 at just 18%, and before January of 2027 at just 2.5%.
However, even if the Democrats do take the House, an impeachment, although likely, is far from certain, especially early on, given the odds of a successful impeachment and removal are only at 17%.
Rep. Jim Clyburn of South Carolina said on NBC's Meet the Press that if Democrats take control of the House in January, President Trump's impeachment should not be their main concern.
“I don’t think that should be our priority if we get into office,” Clyburn said. “Our priority ought to be making housing, education, energy, healthcare affordable and accessible for all of our citizens. Impeaching the president will not do that.”
Some Democratic strategists and political commentators have also questioned whether pursuing impeachment immediately would be politically beneficial. New York Sun columnist Dean Karayanis questioned whether making President Trump's third impeachment part of the Democratic Party's platform for the midterm elections could hurt their chances with voters.
“Framing the process as a frivolous exercise while so-called kitchen table issues loom could blunt Democratic momentum,” Karayanis wrote. “Thursday on MS NOW, a former advisor to Presidents Clinton and Biden, Adrienne Elrod, called impeachment ‘a bad idea.’ People who vote Democratic ‘this cycle because they’re concerned about affordability’ might switch in two years if they think ‘Democrats don’t care…because they’re so focused on impeaching Trump.’”
