Now that former lawyer Michael Cohen is back in President Donald Trump’s good graces, Kalshi traders are pricing in a 28% chance that Cohen will receive a pardon this year.

President Trump’s pardon powers

Trump and Cohen recently reconciled after years of public hostility, and Trump said Wednesday that he would consider pardoning his former lawyer.

Politico’s Elleiana Green reported that Trump addressed the possibility of pardoning Cohen on Wednesday before departing for the Republican midterm convention in Dallas.

“It was very illegal, what they did,” President Trump said. “What they put him through was incredible.”

Cohen was sentenced to three years in prison for tax evasion, making false statements to a federally insured bank, and several campaign-finance violations. According to a statement released by the Justice Department in 2018, Cohen concealed more than $4 million of personal income from the Internal Revenue Service. He also made separate payments to two women “to ensure that they did not publicly disclose their alleged affairs with a presidential candidate in advance of the election.”

The following year, NPR reported that Cohen testified before the House Oversight Committee in 2019, alleging that Trump knew in advance about the 2016 Trump Tower meeting involving his son and Russians offering damaging information about Hillary Clinton. Cohen separately alleged that Trump had advance knowledge of a planned WikiLeaks release of Democratic emails.

Cohen also alleged that Trump implicitly encouraged him to mislead Congress about negotiations for a Trump Tower project in Moscow, although Cohen said Trump did not directly order him to lie. Cohen also testified that Trump instructed him how to respond to reporters' questions about the medical deferment that kept Trump from being drafted during the Vietnam War.

Cohen’s radio show

The possibility of a pardon follows a striking reconciliation between Trump and Cohen after years of public hostility.

The Associated Press reported that President Trump appeared on Cohen’s WABC radio program. President Trump said of Cohen, “They weaponized you like nobody’s ever been weaponized, like few have been.”

“I respect the fact that you recanted everything you said, and that’s a big thing that you did,” President Trump added.

Cohen also told CNN shortly before the radio interview that he submitted a pardon application to the White House after being denied by the Biden administration, “but had yet to receive any response and planned to follow up Friday.”

Cohen also said he held numerous conversations with President Trump leading up to his interview on his radio show.

“Forgiveness does not mean amnesia,” Cohen said. “It does not mean that the past did not happen. It does not mean the scars vanish, that the pain was fake or that I have forgotten a single second of what transpired; I have not. Forgiveness isn’t about erasing history. It is about having the courage to decide that yesterday will no longer dictate tomorrow.”

The reconciliation now has a concrete political consequence: Cohen is seeking a pardon, Trump says he will consider one, and Cohen's price, which peaked at 39% last week, has settled around 28% on Kalshi's pardon market.
