With Election Day approaching, Kalshi traders are projecting a stronger Democratic performance in the 2026 midterm elections than they were earlier this year. The latest forecast puts Democrats on track to hold an average of 238.3 seats in the U.S. House of Representatives, up from 226 seats on May 15.
That's an increase of nearly 12 seats in just over five months, and would put Democrats about 20 seats above the 218 needed for a majority. The forecast suggests traders increasingly expect Democrats to retake the House, even as the final seat count remains uncertain.
The shift comes as Democrats look to capitalize on political headwinds facing Republicans and compete in a series of closely contested House races. The outlook also forms part of a broader battle for control of Congress, with Kalshi’s separate Senate markets showing Democrats gaining ground.

How Many House Seats Will Democrats Win?
The 238.3 figure is the market-based forecast for Democratic seats in the House. It is not a probability nor does it guarantee that Democrats will finish with exactly 238 seats. Rather, it summarizes the current projection of the party's expected seat count.
The seat-count market divides possible results into ranges, each with its own market-implied probability. As of October 26, the leading outcomes are:
Above 249: 20%
234-237: 15%
238-241: 14%
242-245: 12%
These are the leading ranges displayed on Kalshi's market page and do not represent every possible outcome. The forecast's distribution centers on the upper 230s, consistent with the overall projection of 238.3 seats.
Even though Democrats have several paths to a majority, the market also leaves room for a smaller gain—or a stronger wave that delivers a larger majority. Probabilities can change as traders react to polling, campaign news and developments in individual congressional races.
Kalshi's separate House-control market gives Democrats a 90.6% chance of winning the chamber, with Republicans at 9.6%. That measures the probability of which party controls the House, rather than the number of seats Democrats will win.
What Is Driving the House forecast?
A national seat forecast can shift as odds change across districts, including races where the candidates, local issues or campaign dynamics differ. Even if one party wins the national popular vote comfortably, the distribution of votes across districts determines how many seats each party holds.
Kalshi’s live House forecast lists several competitive districts where Democrats are favored, such as races in Pennsylvania, Michigan, North Carolina and Texas. With 218 of 435 seats needed for a majority, a string of close wins could decide who controls the House.
Midterm elections often work as a referendum on the president’s party. Voters’ views of the economy, the president’s performance and the direction of the country can influence races far beyond their local issues. That dynamic creates opportunities for the opposition when the governing party faces political headwinds.
However, a national trend does not guarantee the same result in every district as candidate quality, fundraising, turnout and local concerns can affect the outcome.
If the House becomes majority Democrat, the party would control the chamber’s agenda, committee leadership and investigative powers, while acquiring a significant check on President Donald Trump’s administration, even if Republicans keep the Senate.
A narrow margin could make it difficult for Democratic leaders to pass legislation without near-unanimous caucus support, while a larger majority would increase party leaders’ flexibility. Either way, the Senate and the president’s veto would still limit what Congress could pass.
What Are Kalshi Traders Projecting for the Senate?
The House is only half of the battle for control of Congress. Kalshi’s separate market on Democratic Senate seats provides another view of how traders expect the midterms to reshape Washington.
The Senate seat-count market assigns its highest displayed probability to Democrats finishing with more than 52 seats at 39%. The market gives Democrats an 18% chance of ending with exactly 52 seats and an 11% chance of finishing with 51 seats.
The separate Senate-control market gives Democrats a 64% chance of winning the chamber, compared with 37% for Republicans. That makes the Senate contest more competitive than the House race, where Democrats currently hold a 90.6% chance of winning control.
For Democrats, winning both chambers would provide a stronger position to challenge the Trump administration’s agenda. Securing the House gives Democrats investigative and legislative leverage, but having a Republican Senate would be an obstacle for legislation and confirmations for the Democratic party.
